As we fast forward into the final decade of the 20th century, the world finds itself witnessing one of the most dramatic conflicts of the post–Cold War era: the Gulf War. Sparked by Iraq’s invasion of Kuwait in 1990, the crisis ignited questions of international law, sovereignty, and the legitimacy of military intervention, as the United States led a vast coalition to expel Iraqi forces in Operation Desert Storm. While the military campaign was swift, its aftermath left a host of unresolved dilemmas ranging from charges of Iraqi war crimes and violations of human rights to allegations of disproportionate coalition tactics and the long-term humanitarian toll of sanctions. Now, convened before this tribunal, you are tasked with rendering judgment on these matters of justice, accountability, and precedent, with the world watching to see whether you will deliver a fair reckoning that upholds the principles of international law or falter under the immense weight of politics, power, and war’s lasting scars.

Emily Heyler is a fourth-year at Gettysburg College, double majoring in Political Science and Public Policy with a focus on American government and International Relations. Originally from Hawai‘i, Emily has interned with Congressman Ed Case, the House Appropriations Committee, and Cornerstone Government Affairs, fueling her passion for public service. On campus, she serves as President of the Panhellenic Council, Program Chair for the Eisenhower Institute, and is a proud member of the Delta Omicron Chapter of Tri Sigma. In her free time, she enjoys exploring new coffee shops and spending time with friends.
