Please be advised that this is a Double Delegate Committee, wherein two delegates from the same school will work as a single team to represent one member state or country in committee.
The United Nations High Commissioner for Refugees (UNHCR) is the primary United Nations agency responsible for protecting refugees, asylum seekers, and displaced persons. As conflicts and instability continue to force millions from their homes, many refugee situations have evolved from temporary emergencies into long-term realities. Countries such as Türkiye, which hosts millions of Syrian refugees more than a decade after the outbreak of the Syrian Civil War, demonstrate how displacement can reshape labor markets, public services, and political discourse for years after a crisis begins.
Delegates will examine how states can balance humanitarian obligations with domestic stability as refugee populations become increasingly permanent. Debate may focus on integration policies, international burden-sharing, and the role of external assistance in supporting host countries. As refugee crises become more prolonged, delegates will be challenged to navigate the tensions between compassion, governance, and national interests.

First-Year PacMUN StafferDavid LeNoir is a first-year student at the University of Washington Seattle, majoring in Political Science. He participated in Model UN beginning in his junior year and extending throughout his senior year, as the Head Delegate of his high school’s delegation. His all-time favorite committee was a Mount Olympus hybrid-spec where he played the role of Apollo, although he is typically more interested in the high-stakes policy debate of General Assembly or Security Council committees. Right now, he’s trying his best to acclimate to brisk, chilly Seattle autumns and winters, but in his free time, you can find him hunting for a tasty birria quesadilla or a new retro video gaming or comic shop. He is overwhelmingly excited to meet all of you delegates on conference weekend, and looks forward to some innovative and groundbreaking solutions, with some hopefully entertainingly chosen titles.
